Professional Focus and Expertise

Seiya specializes in Competition Law (Antitrust), with a particular emphasis on the digital sector. His expertise is backed by significant experience in the public sector. He served at the Cabinet Secretariat's Headquarters for Digital Market Competition, where he was involved in the planning of the "Final Report on the Evaluation of Competition in the Mobile Ecosystem" (June 2023).

Subsequently, at the Japan Fair Trade Commission (JFTC) Digital Market Planning and Investigation Office, he played a key role in drafting the "Smartphone Software Competition Promotion Act" (enacted in June 2024), along with its related cabinet orders, regulations, and guidelines.

In addition to his competition law practice, Seiya provides legal services in a broad range of areas, including: Corporate Governance and Compliance; Corporate Misconduct Investigations; M&A and International Transactions; Litigation and Dispute Resolution; Intellectual Property Law.

Academic Background and Achievements

Seiya demonstrated exceptional legal proficiency early in his career, ranking first in the nation for Economic Law in the 2019 Bar Examination of Japan. He completed his Bachelor of Laws at Osaka University in 2017 and earned his Juris Doctor from Kyoto University Law School in 2019. He completed his legal training and was admitted to the bar in December 2020, joining Yodoyabashi & Yamagami the same year.

A prolific author on digital competition, Seiya has published several definitive works, including: Practical Article-by-Article Commentary: Smartphone Software Competition Promotion Act (Chuokeizai-sha, 2025); Article-by-Article Commentary: Act on Promotion of Competition for Specified Software used in Smartphones (Commercial Law Center, 2025); Q&A: Guide to Resolving Corporate Troubles (Co-author, Shinnippon Hoki, 2021–present).
